Public Notice: Notice of public meeting regarding development charges

Take notice that on Wednesday, January 26, 2022, the Council of the Town of Smiths Falls will hold a public “virtual” meeting pursuant to The Development Charges Act, 1997, regarding proposed development charge rates and policies that will be applied throughout the Town. It is proposed that enactment of development charges by-law(s) by Council would occur on a date subsequent to the public meeting.

Development charges are levied against new development, and are a primary source of funding for growth-related capital expenditures. The 2021 Development Charges Background Study relates to the provision of the following eligible DC Services: Library Services, Parks and Recreation, Fire Protection Services, Police Services, Development-Related Studies, Services Related to a Highway of Public Works & Roads and Related, Water Services, and Wastewater Services.

Council is required under The Development Charges Act, 1997 to hold at least one public meeting to allow the public the opportunity to review and provide comments on the 2021 Development Charges Background Study, related staff reports and the proposed development charges by-law(s).

Further to the COVID-19 Pandemic, this meeting will be held electronically in accordance with Section 238 of the Municipal Act, 1990 which provides for Electronic Participation where an emergency has been declared to exist in all or part of the municipality under Section 4 or 7.01 of the Emergency Management and Civil Protection Act.

Any person may attend the “virtual” public meeting and make written or verbal representation either in support of or in opposition to the by-law. Persons wishing to submit comments, speak at this scheduled meeting, or obtain further details should contact Nadine Bennett, Deputy Clerk, no later than 12:00 pm on Tuesday, January 25, 2022.  Written questions or comments (addressed to the Deputy Clerk) may also be delivered to Town Hall reception.  Written comments received prior to the deadline and submissions made at the public meeting will be considered by Council prior to the enactment of a new development charges by-law.
